PATNA /Alam ki khabar:The Bihar government has initiated departmental proceedings against former Sub-Divisional Police Officer (SDPO) of Jagdishpur in Bhojpur district, Shyam Kishor Ranjan, following serious allegations of irregularities, negligence, and biased supervision in criminal cases. The Home Department has issued an official order stating that, prima facie, the officer has been found guilty of lapses in case supervision and procedural conduct.

According to official records, the allegations relate to multiple police case files, including Shahpur police station Case No. 343/2019 and 99/2020, as well as Jagdishpur police station Case No. 67/2020 and connected Case No. 68/2020. It has been alleged that during his tenure as SDPO, Shyam Kishor Ranjan failed to maintain uniformity and fairness in supervising these investigations.

Allegations of biased supervision and irregular investigation

The departmental note states that irregularities were found in the manner in which witness statements were recorded during case supervision. It has also been alleged that in several instances, the officer took unilateral decisions that led to the weakening of prosecution claims and, in some cases, the alleged accused were incorrectly given benefit of doubt.

Further allegations include negligence in investigation supervision and violation of provisions under the Bihar Government Servant Conduct Rules. These lapses, according to the preliminary assessment, indicate a lack of procedural fairness in handling sensitive criminal investigations.

Home Department takes strict action

Taking a serious view of the matter, the Bihar Home Department has decided to initiate formal departmental proceedings against the officer. The department has directed him to submit a written explanation within 15 days regarding the allegations leveled against him.

The order also asks the officer to clarify whether he wishes to appear for a personal hearing or prefers to submit a written response. Additionally, he has been instructed to submit any supporting documents or evidence in his defense within the stipulated timeframe.
